One lingering question Dear Editor, I have one lingering question regarding the “administrative leave” that Fire Chief Scott Brown was forced to endure. If the leave was not punitive but was to give both Brown and City Manager Allen Parker “some time to reflect on the team building training for the Fire Department’s management and supervisory personnel and to determine the best method for leading the department into the future,” why didn’t Parker get equal time off to reflect?
